Grant Water & Sanitation District
S&A has provided district management services for the Grant Water and Sanitation District since 1994. The district currently serves 1,500 single-family residences, 1,300 multi-family residences and 70 commercial businesses. The District operates as an enterprise. Customers are billed annually for sewer service. Development in the district was mostly completed by 1995. Infrastructure within the district was financed through improvements bonds and system development fees. Services provided for the district include bookkeeping, financial reporting, utility billing, budget preparation, audit coordination, website development and maintenance, tap administration, investment management, insurance and claims coordination, construction project administration, job costing, fixed asset management, file management, statutory filings and customer relations.
Southwest Suburban Denver Water & Sanitation District
S&A has provided district management services for the Southwest Suburban Denver Water and Sanitation District since 2005. The district currently serves 2,000 single-family residences, 400 multi-family residences and 40 commercial businesses. The District also operates as an enterprise. Customers are billed annually for sewer service. Development in the district has been complete for many years. The District is dealing with an aging infrastructure and increased sewage treatment costs that it must pass on to its customers. Services provided for the District include bookkeeping, financial reporting, utility billing, budget preparation, audit coordination, website development, tap administration, investment management, insurance and claims coordination, construction project administration, job costing, fixed asset management, file management, statutory filings and customer relations.
South Evergreen Water District
S&A has provided district management services for the South Evergreen Water District since 2014. The district currently serves 142 single-family residences in the Evergreen Meadows subdivision. The District owns water rights and a ditch and reservoir system which it uses to satisfy the augmentation requirements for the individual wells of the District’s residences. The District operates as an enterprise and charges its customers an annual user fee to cover its operating and capital expenditures. Services provided for the District include bookkeeping, financial reporting, utility billing, budget preparation, audit exemption preparation and filing with the State, insurance and claims coordination, file management, statutory filings and customer relations.
Hidden Valley Water District
The Hidden Valley Water District was formed in late 2017. The district took over the operations of the Hidden Valley Mutual Water Company. The water company negotiated an agreement with the Evergreen Metropolitan District for purchasing water that it can mix with the district’s current source of well water that does not meet CDPHE quality standards. S&A started providing management and accounting services for the mututal water company in the summer of 2017 and started providing similar services for the new district in 2018. There are currently 63 single-family residences served by the district. Services include sends monthly invoices to its customers for water service based on their water usage determined using individual water meters. Revenues for the district are genereated through property taxes. Other services provided for the district include bookkeeping, financial reporting including monthly submittals for CDPHE grant draws and CWCB loan draws, utility billing, budget preparation, audit exemption preparation and filing with the State, insurance and claims coordination, file management, statutory filings and customer relations.
Joseph W. Bowles Reservoir Company
The Joseph W. Bowles Reservoir Company is a mutual ditch and reservoir company that owns the Bowles Reservoir No. 1 water right which is diverted from Bear Creek in southwest Denver. Water from the Bowles Reservoir No. 1 is delivered to the company’s shareholders through a ditch system that was constructed beginning in 1876. S&A has managed this company for 23 years. Management responsibilities include overseeing the ditch rider contracted by the company to maintain the reservoir and ditch system, as well as providing bookkeeping, financial reporting, shareholder assessment billing, budget preparation, tax return coordination, corporate reporting, board and annual meeting coordination, investment management, insurance and claims coordination, construction project administration, job costing, fixed asset management, file management, shareholder and public relations.
